Hi,
X Compact model F5321 supports LTE band 28 as seen in the white paper. To my knowledge F5321 is the standard model in France, but there may be models which don't support that specific band so my suggestion is to have a look in the white paper for the model number you're interested in.
As for Z3 Tablet Compact, the model SGP641 supports LTE band 28 according to the white paper.
