Oh ok, that's good news.
The issue is generally caused by third party apps, and in most cases an uninstall - reinstall of the problematic is required to resolve it, however it seems although the app has fixed itself.

Do you lose reception when the message appears? Also does it say "Restricted Access has changed" ?
Can you please boot to Safemode and let me know if the issue continues?
This issue is generally SIM related but can be third party based to.
