CPU core 1 Stopped

Acording to CPU-Z app, Core 1 of my Xperia SP has stopped and the 0 core is runing at 1728GHz. Is this normal or is there something wrong.

I haved this situation to, core 0 almost always at 1728 and core 1 rare to active.

Then it is that way,the core can be almost stopped for preserving battery.
