Does Battery Care still work if the phone is turned off?

I usually turn off the phone before going to sleep and then I connect it to the charger. Does Battery Care still limit the charge level during the night or does the device have to be turned on in order to work?

I have checked and the battery was fully charged at 4 am so I would say it doesn't.
