it seems that the verge post/published rumors, Don't believe anything the verge says, few months back they published that the Xperia U and Sola were going receive jelly bean even after Sony has said otherwise, and then later on this website did the same thing, edit the post w/o any comment on their mistake, there are other websites that you can trust

where does it say that it will be only for 4.2 and above? I think you misread and if you didn't watched the live stream of Google O/I you totally missed the point of it, which is to fight fragmentation not create new fragmentation.

Oh great, they've edited the article. An hour ago that post (one paragraph in the middle of the article) specifically said that only 4.2 will get updated.
