There is an app called PDANet that is available to download on to your phone and laptop via the Android Market and this will allow you to use your phones 3g connection to let your laptop search the internet if this is what you mean. You get a limited free trial and then have to purchase a licence for this product.
I don't think you can do it the other way round, using the internet that is on your laptop for your phone to then access.
