vintage 1972 hp-239a stereo - turntable speed issues

hi ive been given a vintage hp-239a hifi 

turntable works at 45rpm 

plays at 45 rpm even when 33 rpm is selected

seems to have a disc that touches the power spindle that should adjust the speed 

dosent seem to make any difference still plays at 45rpm

any thoughts ?

5 x Red Transit screws need removeing and then stored in white label. This will release suspension system and allow adjustment of speed
