wanted recovery cd

my vaio VGN-FE21M DOESNOT START THOUGH POWER IS ON . I ONLY GET LIGHTS ON AND BLANK SCREEN. I DONT HAVE RECOVERY CD WITH ME.

PLEASE HELP ME SOLVE THIS OR IS IT TIME TO BIN MY LAPTOP?

If you shine a torch on the screen, can you see anything?
If you connect to a separate monitor, does that work OK?
Does the Hard Disc light blink?
Does your Vaio sound like it is working normally or is it silent?
