my cell phone is stuck on the home screen

my cell phone started to get slow, when I try to turn it off I can't, then time passed it off but it stays on the home screen (blue screen) and it's already been like this for a long time, I have the sony xperia E5

Press and hold power & volume up for 10+ seconds > once it's off, charge it for an hour or two > try to turn it back on

it might be wise to remove the SIM and SD cards, if the phone doesn't boot properly you might want to repair it with Xperia Companion, keep in mind that by doing so it will delete everything on your device.
