play memories settings tool won't run in windows 11

The latest version of play memories home runs ok in windows 11 but as soon as I try  to open the settings PMB locks and will not respond or even close.

If I end the pmb settings  the program runs fine again.

I have tried;

Reinstalling, many times

Running "settings initialisation tool" 

Running "PMH repair tool" & reinstalling

Running in compatibility mode

Running as administrator.

I installed the program on a windows 10 work pc I have and it all works fine, I can even run the settings.exe without starting pmh, I can't do this in the windows 11 laptop.

Does any one have an idea I can try, having wasted hours on this ?

Having owned many Sony products over the years the lack of software support on newer products is certainly stopping me buying any more at present.
