Casting to tv turns on tv

I was wondering if there was a way to disable turning on the tv automatically when you attempt to cast directly to it

ie when the tv is off i click cast on my phone and the tv turns on and it displays my phone on the tv 

i only want that function to work if the tv is on

i know you can accomplish this with an hdmi adapter like chromecast but i was hoping to do this via built in cast on my tv

It should be Settings > Network > Remote start: set it to off.
