App tiles randomly move around after rearranging

hi, after rearranging the app tiles on the homescreen to how i would like them they keep randomly moving around usually after the tv is turned on and off. is this a bug? as being able to move the tiles manually is pretty pointless if they move themselves again??

the sort automatically by recent usage in the home screen settings is turned off.

Thanks for your reply, it is a 43XE8004. 

I arranged the app tiles like this

 

turned tv off, then back on after an hour and the tiles had moved to this.

i hope someone can shed some light on why they randomly move arround, as it makes the funtion to re order yourself a bit useless! thanks
