Why is video stabilization not turned on?

The setting is turned on, but the result of the video is not,Very shake. Sometimes it will activate stabilization again which is fine.Is there any solution?

I assume you are referring to 4k video stabilization where issue was not fixed so far. 

In 1080p mode it works fine for 30fps.
